Higher Education Policy Retreat 2018


The Higher Education Policy Retreat 2018 was held at the Lal Bahadur Shastri National Academy of Administration in Mussoorie from May 30th-June 1st, 2018. The policy exercise sought  to  put forth a transformative  plan  of action for higher  education  in India through a series of discussions and deliberations held with senior leaders and practitioners  in  the higher education  sector. Consequently, an action plan  titled Strategic  Framework and  Action Plan for  Indian  Higher  Education  @ 75 was conceived highlighting the key goals and strategies to serve as guidelines for the planning and implementation of higher education programmes in India.

The aim of this  action  plan is  to  formulate and map out strategies and priorities for reform and development  of India’s higher education system during the  period 2018-2022. It envisions a higher education ecosystem characterised by inclusive, accessible and quality education contributing towards economic growth and nation building.

Primary Goals of the Action plan


  • Provide quality higher education for all Indians.
  • Reform India’s higher education regulatory system.
  • Promote a sustainable research culture in universities to drive innovation.
  • Attract the most highly skilled and motivated people into the education field.
  • Develop a professional and skilled labour force with 21st Century competencies.
  • Improve the quality and reach of teacher education, teacher training, and educational leadership.
  • Promote active collaboration between government, higher education institutions, training institutes and Industry.
